Improving the status of women and enabling them to participate in the development process has become a major demand. With this global awareness, women’s issues have risen in recent decades to the forefront of the economic and social plans of governments around the world, after experiences have proven that the marginalization and exclusion of women results in disruption and obstruction of development policy and the progress of nations. Hence, women’s issues and their development participation occupied a fundamental pillar in international constitutions, charters and conferences from the last half of the twentieth century until now, which aim to empower women and enhance their participation in the development process in various fields, that development which in any society is based on the human element and its effective energies. The human being is the basis of the development process, and if women represent half of this human energy, then the lack or weakness of women’s empowerment is a waste of human effectiveness and human energy and hinders societal development. This requires that the woman herself be aware of that close relationship between her level of awareness of the necessity of empowering her in all areas. Life in a climate of justice and fairness on the one hand, and between the development and progress of society on the other hand. The right to access justice is essential to reduce discrimination based on gender. Empowering women by claiming their legal rights is essential to providing both legislative protection and enforcement of provisions related to gender equality. Respect for rights can only be guaranteed through effective remedies. And appropriate compensation in cases of non-application of the law and judicial decisions that correct the error and pave the way for society to adapt to the changes that occur in the status of women. It also allows women themselves to benefit from those decisions in their professional and personal lives. Therefore, the legal empowerment of women involves removing all obstacles that She stands in the way of self-realization and obtaining her rights, and gives her the necessary skills to confront these obstacles. Among these skills are self-awareness, capabilities, capabilities, rights, and sources of support that can support women in their pursuit of achieving the goals of empowerment in general. Based on the principle of the right to development, over the past few years, the Egyptian state has made many efforts to enhance the integration of women and their issues into various policies, enhance their political, economic and social role, and ensure that they are empowered with their rights and made aware of their duties and responsibilities because women’s participation in development and their empowerment is a One of the indicators by which the progress and advancement of nations is measured. In light of this, the primary goal of the current study is to try to identify the social and cultural dimensions of the legal empowerment of Egyptian women. This goal includes a group of sub-goals, perhaps the most important of which are: 1) Identifying the reality of empowering Egyptian women socially, economically and politically in light of the prevailing social and cultural conditions. 2) Identify the role of education in achieving the legal empowerment of women. 3) Highlighting the role of the family in achieving the legal empowerment of women. 4) 4– Study and analyze the extent of Egyptian women’s awareness of their legal rights and how to enhance their legal awareness. 5) Identifying the role of social values and standards in women’s ability to obtain their legal rights. 6) Revealing the most important challenges (obstacles) that prevent women from achieving legal empowerment. 7) Providing a future social vision in the field of women’s empowerment and ways to strengthen their participation in development. Methodological framework of the study: 1- Type of study: In this study, the researcher relied on the descriptive analytical method, in line with the objectives of the study and its basic questions, as the descriptive method allows achieving accurate and detailed knowledge of the social and cultural dimensions of the legal empowerment of Egyptian women. 2- Data collection tools: Case Study: The researcher relied on the Case Study tool, which relies on in-depth interviews with a group of women litigants at the Family Court in Mansoura. The researcher studied a number of cases, consisting of “twenty cases,” as well as five specialists from the court’s Family Disputes Settlement Office, and used the interview guide. In order to obtain qualitative results on the subject of the study. 3- Study sample: The researcher applied the study to a group of selected cases of some women litigants in the Family Court in Mansoura, numbering “twenty cases,” as well as five specialists from the court’s Family Disputes Settlement Office. Results of the study: 1) The results of the field study confirmed that women have been socially empowered, as they have become individuals and have an opinion in society, through their education and integration into formal work like men, which contributes to the progress of society and has a positive impact on achieving development. 2) The results of the field study showed that women have been economically empowered, as women’s going out to work has become an urgent economic necessity, especially in light of the lax economic conditions in recent periods, in addition to that women have become the primary breadwinners for the family despite the presence of the husband, so they have their own financial liability, which helped them to Feeling independent, satisfying her basic needs, and making crucial decisions regarding her life and her family. 3) The results of the field study showed that women have been greatly empowered politically, especially in recent periods, as this was clearly evident in women assuming leadership positions and being given the opportunity to vote and run for office in Parliament. Women have also become able to assume positions that were previously limited to men, such as the position of judge and minister. The mayor and the legal official. 4) The results of the study indicated that one of the most important rights included in the Egyptian Constitution of 2014 is achieving equality between men and women in all social, economic and political rights, as well as the right of women to exercise all of their rights stipulated in the Constitution, such as their right to practice political work and to recognize the nationality of the newborn. She has an Egyptian mother and holds public office. 5) The results of the study emphasized the importance of the role of education in achieving the legal empowerment of women, as it increases women’s awareness and their ability to be creative, and enables them to perform active roles in society and defend their rights and the rights of others. It also helps in eradicating women’s illiteracy, which increases their confidence. In itself and in its capabilities and has a positive impact on achieving development for society. 6) The results of the study emphasized the importance of the role of the family in achieving the legal empowerment of women, as this is represented in: The importance of proper socialization of women, and not preferring males over females. The importance of the family’s role in eliminating all forms of violence and discrimination against women that increase their feelings of oppression and submission, such as female genital mutilation. The importance of women feeling that legislation and laws help them achieve their humanity. 7) The results of the study confirmed the presence of legal awareness among women, as evidenced by their going to court and demanding their rights. Women’s legal awareness is formed through practice and the actual reality of the problem. Women’s knowledge of their rights helps stop injustice and abuse against them. 8) The results of the study emphasized the importance of the role of social values and standards in the possibility of women obtaining their legal rights, as this is represented in: The importance of the role of religion and sound socialization of women in preserving their behavior, dignity and security. The misunderstanding of Islamic law that it gives a higher status to men in all matters of life has led to women’s weak self-confidence. The necessity of disseminating the true religion about the status of women in Islam and Islam’s honor for them. 9) The results of the study revealed the most important obstacles that prevent women from achieving legal empowerment, including: Society’s low view of women’s mental and physical abilities and their preference for men are among the most important obstacles preventing their empowerment. Women’s abstention from participating in public life is one of the most important obstacles preventing them from achieving legal empowerment. Cultural heritage and the customs and traditions it contains that restrict women’s freedom are among the most important obstacles that prevent women’s legal empowerment. 10) The results of the study confirmed that there is agreement among all respondents about the necessity of presenting a future social vision in the field of women’s empowerment and ways to strengthen their participation in development. Opinions varied regarding: increasing women’s awareness of their legal rights and working to remove the challenges that hinder women’s exercise of these rights. Eliminating all forms of violence against women and combating women’s unemployment and poverty. Increase the direction of the Egyptian state’s efforts to support and empower Egyptian women in all social, economic and political fields. Women’s participation in developing policies that ensure their access to all social, economic and political fields.
