لم يعد الإرهاب ظاهرة تخص دولة بعينها تنفرد بظروف سياسة خاصة، بل أمسى ظاهرة عالمية تجتاح معظم مناطق العالم، ولكن بدرجات متفاوتة. فالإرهاب ظاهرة تاريخية عرفها العالم منذ وقت بعيد، ولا تزال تأثيراتها السلبية مستمرة إلى وقتنا الراهن وتزايدت خاصة خلال العقدين الأخيرين، ولعل الأمر الذي ساهم في إعطاء تلك الأهمية القصوى للإرهاب في زمننا الحاضر هو التقدم الهائل لوسائل الإعلام أو ما يسمى بثورة الاتصال التي استقطبت الجماهير بشكل كبير، حيث تمثل وسائل الإعلام أحد مكونات النظام الاتصالي حول الإرهاب فكرا وممارسة وتداعيات، فهي تساهم إلى جانب دورها والمتمثل في احاطة الجمهور بتطورات الأحداث الإرهابية إلى إحداث وحدة في الفكر العام للمجتمع وصياغة رأي عام متفق عليه تجاه الإرهاب.
ومما لا شك فيه أن وسائل الإعلام الجديد تلعب دوراً محورياً في تكوين الاتجاهات والميول وتؤثر على عملية اكتساب الجمهور للمعارف والمعلومات، لا سيما وقت الأزمات، إذ تزداد درجة اعتماد الجمهور على وسائل الإعلام وخاصة مواقع التواصل الاجتماعي في ظل حالات عدم الاستقرار والصراع وانتشار أحداث العنف والإرهاب بهدف إيجاد التفسيرات لهذه الأحداث. ومع اتساق نطاق التأثيرات والتداعيات المتلاحقة لها ونقص المعلومات المتوفرة عنها، وكل هذه العوامل تبرز وسائل الإعلام كمصدر رئيسي للحصول على المعلومات المتعلقة بهذه الأحداث، وبالتالي التأثير في اتجاهات الجمهور إزاءها، كما أن هذه الأحداث يصنفها الإعلاميون والصحافيون بوصفها أحداثاً ذات قيمة إخبارية كبيرة، نظراً لأنها تنطوي على قدر متزايد من الصراع، ومن ثم تحتـل هذه الأحداث موقعاً متميزاً من اهتمامات وسائل الإعلام بمختلف أنواعها.
ويتضح مما سبق مدى أهمية الإعلام الجديد وخاصة مواقع التواصل الاجتماعي للأجهزة الأمنية وخاصة وزارة الداخلية المصرية، ففي ظل العمليات الإرهابية المتلاحقة التي تشهدها مصر خلال مرحلة بالغة الأهمية من تاريخها ومنها : هجوم حى المساعيد واحد السعف وهجوم طريق الواحات وبئر السبع ورفح والغردقة وحادث حافلة المنيا وكنيسة مارمينا بالإضافة الى الاحداث الشاملة بسيناء والتي استهداف جنودنا البواسل والمواطنين الأبرياء، وما نتج عن هذه العمليات الإرهابية من تداعيات أثرت على السلم والأمن المجتمعي المصري
بالتالي هدفت هذه الدراسة الى رصد وتحليل المعالجة الاعلامية لقضايا الارهاب المقدمة في الصفحة الرسمية (الفيس بوك) والموقع الإلكتروني الرسمي على الانترنت الخاص بوزارة الداخلية ومعرفة اتجاهات الجمهور نحو هذه المعالجة، والتعرف على أكثر الأحداث الإرهابية التي أثرت وجدانياً في نفوس المواطنين كما اعتمدت الدراسة على المنهج الوصفي باستخدام استمارة تحليل المضمون لتحليل أسلوب معالجة الموضوعات والأخبار الخاصة بقضايا الإرهاب عبر موقعي وزارة الداخلية، واستمارة الاستبيان لمعرفة رأي الجمهور واتجاهاتهم تجاه هذه المعالجة.
كما سعت الدراسة لتحقيق عدة اهداف من بينها: تحليل كيفية معالجة قضايا الإرهاب بالصفحة الرسمية لوزارة الداخلية على (الفيس بوك) والموقع الإلكتروني الرسمي على الانترنت كذلك التعرف على المصادر التي استعانت بها والاستمالات المستخدمة للصفحة الرسمية لوزارة الداخلية على (الفيس بوك) والموقع الإلكتروني الرسمي على الانترنت. وأيضا التعرف على أكثر الأحداث الإرهابية التي أثرت وجدانياً في نفوس المواطنين. وكذلك تحديد درجة اعتماد عينة الدراسة على الصفحة الرسمية لوزارة الداخلية على (الفيس بوك) والموقع الإلكتروني الرسمي على الانترنت.
واعتمدت الدراسة على ثلاث نظريات وهم: نظرية الاعتماد على وسائل الاعلام ونظرية ثراء الوسيلة ونظرية الأطر الإعلامية.
وقد تم اختيار فترة التحليل للأخبار والموضوعات المتعلقة بقضايا الإرهاب في-الفترةمن (01/01/2017 إلى 31/12/2018) لمعرفة كيفية معالجة الموقع الرسمي لوزارة الداخلية على الانترنت وصفحته الرسمية على (الفيس بوك) لهذه القضايا حيث شهدت هذه الفترة أحداثاً أمنية وإرهابية كثيرة في مصر.
وقد توصلت الدراسة الى جملة من النتائج فقد أكدت الدراسة التحليلية على اهتمام وحرص الوزارة على بث روح الطمأنينة في المواطنين والتأكيد على حرص الجهاز الأمني على بث الأمن والأمان من خلال عرض جهوده في السعي وراء القضاء على الإرهاب ما يشعر المواطن بالثقة في الجهود والإجراءات التي تقوم بها وزارة الداخلية وأكد ذلك اعتماد موقعي الدراسة على إطار المسؤولية في تغطية الأحداث الإرهابية أن أخبار الجرائم الإرهابية والعمليات ضد الإرهاب احتلت المرتبة الأولى من الأخبار والمنشورات المتعلقة بالإرهاب في كل من الموقع الإلكتروني والصفحة الرسمية على (الفيس بوك) مقارنة بالموضوعات الأمنية الأخرى..
كما أكدت نتائج الدراسة الميدانية على ان الفيسبوك هو أعلى وسيلة تواصل اجتماعي يعتمد عليها الجمهور في استقاء المعلومات حول قضايا الإرهاب. وأثبتت الدراسة حرص المبحوثين على متابعة قضايا الإرهاب عبر موقعي وزراه الداخلية. من خلال قراءة ومتابعة تفاصيل قضايا الارهاب وتسجيل الاعجاب بمضمون المنشور. كما أظهرت النتائج مدى الثقة الكبيرة التي يوليها المبحوثين في متابعة قضايا الإرهاب عبر مواقع التواصل الاجتماعي. بهدف معرفة الأخبار والأحداث الجارية حول قضايا أمنية وأنها تتيح مجالا أوسع للآراء ووجهات النظر المختلفة والتفاعل مع المنشورات.
كما أوصت الدراسة على مدى أهمية استخدام أشكال تفاعلية مختلفة عبر الموقع الإلكتروني الرسمي لوزارة الداخلية وتطوير الخطاب الإعلامي عبر موقعي الوزارة ليكون أكثر توعوياً للجمهور بكافة أشكال الإرهاب وعمل استطلاعات رأي بصفة دورية حول معدلات استخدام الجمهور لموقعي وزارة الداخلية وضرورة إضافة لغات أجنبية الى مستخدمي الموقع الإلكتروني الرسمي والصفحة الرسمية على (الفيس بوك) الخاصة بوزارة الداخلية المصرية حتى يتسنى الوصول الى أكبر عدد من المستخدمين والتمكن من السيطرة على أي شائعات مغرضة تضر بالأمن القومي.

Abstract
The study aimed to monitor and analyze the media treatment of terrorism issues presented on the official Facebook page and the official website of the Ministry of Interior and the public’s trends towards such treatment. The study also relied on the descriptive approach using the content analysis form to analyze the method of dealing with topics and news on terrorism issues via the websites of the Ministry of Interior, and the questionnaire form to find out the public’s opinion and trends towards such treatment. The study reached a number of conclusions. The analytical study underscored the Ministry’s interest and concern in bringing a spirit of reassurance to citizens and affirming the security apparatus’s desire to spread security and security by presenting its efforts in the pursuit of the elimination of terrorism. The results of the field study also emphasized that Facebook is the highest social media on which the public relies to obtain information on terrorism issues. The study demonstrated the researchers’ keenness to pursue terrorism issues through the sites and ministries of the interior. By reading and following the details of terrorism cases and recording admiration for the content of the publication. The study recommended the importance of using different interactive forms through the official website of the Ministry of the Interior and developing the media message through the Ministry’s websites to make the public more aware of all forms of terrorism.

Summary
Terrorism is no longer a phenomenon that pertains to a specific country that is unique to special political circumstances. Rather, it has become a global phenomenon that sweeps across most regions of the world, albeit to varying degrees. Terrorism is a historical phenomenon that the world has known for a long time, and its negative effects continue to our present time and have increased, especially, during the last two decades. Perhaps the thing that contributed to giving that utmost importance to terrorism in our present time is the tremendous progress of the media or the so-called communication revolution that has attracted the masses greatly, as the media represents one of the components of the communication system involved in terrorism in thought, practice and repercussions. It contributes in addition to its role which is crystallized in informing the public of the developments of terrorist events in order to create unity in the general thought of society and to formulate an agreed-upon public opinion regarding terrorism.
There is no doubt that the new media plays a pivotal role in the formation of attitudes and tendencies and affects the public’s acquisition of knowledge and information, particularly, in times of crisis, as the public’s degree of dependence on the media, especially, the social media sites, increases in light of situations of instability, conflict, and the spread of violence and terrorism for the purpose of finding out explanations for these events. With the consistency of the range of influences and their successive repercussions and the lack of information available about them, and all of these factors; the media emerges as a major source for obtaining information related to these events, and thus influencing the public’s attitudes towards them. These events are classified by media professionals and journalists as events of great news value, for involving an increasing amount of conflict, and consequently, these events occupy a privileged position in the interests of the media of all kinds.
It is clear from the foregoing, the extent of importance of new media, especially, the social media sites for the security services, and in particular, the Egyptian Ministry of Interior, in light of the successive terrorist operations that Egypt has witnessed during a very important stage in its history, including: the Al-Masa’id Neighborhood attack, Ahid Al-Saaf, Al-Wahaat Road attack, Beir-Al-Sabea, Rafah, Hurghada, the Minya incident and the Marmina Church incident, in addition to the comprehensive events in Sinai, which targeted our brave soldiers and innocent citizens, and the repercussions that resulted from these terrorist operations that affected Egyptian social peace and security
This study drives at monitoring and analyzing media treatment of terrorism issues presented on the official page of Facebook and the formal online site of the Ministry of Interior, in attempt to identify the public attitudes towards this treatment. The study also aims to identify the most terrorist events that occurred and affected citizens.
The study also has sought to achieve several objectives, including: analyzing how to deal with terrorism cases on the official page of the Ministry of Interior on (Facebook) and the official website on the Internet, as well as identifying the sources that are used and the forms used for the official page of the Ministry of Interior on the (Facebook) and the official website on Internet. Also, it has sought identifying the most terrorist incidents that affected the hearts of citizens as well as determining the degree of dependence of the study sample on the official page of the Ministry of Interior on the (Facebook) and the official website on the Internet.
The study has relied on three theories: the Theory of Dependence on the Media, the Theory of Means Richness, and the Theory of Media Frameworks.
The study relies on the descriptive method using the content analysis to analyze the treatment method of topics, subjects and news involved in terrorism issues through the two sites of the Ministry of Interior. The study also uses a questionnaire form for identifying the public opinions and attitudes toward this treatment. The period of analysis news and topics of terrorism was from 1/1/2017 to 31/12/2018, as a sample for identifying how these issues have been treated on the official page of the Ministry on the internet and on Facebook, since this time duration witnessed so many security and terrorist events.
The study comes to several results, the most important of which are that the analytical study demonstrated the care and keenness of the Ministry to motivate the spirit of safety among citizens, assuring as well, that the Security Body seeks to eliminate and remove terrorism which gives confidence in efforts and procedures of this body. The sites relied on responsibility in covering incidents and events involved in terrorism and its operations. This is proved in that those two sites (the electronic site - Facebook) occupy the first rank in presenting news engaged to terrorism, compared to other security topics.
The field study indicates that Facebook is the highest means of the social media sites, upon which, audience relies in deriving their information about terrorism. The study also demonstrates the keenness of the study respondents to follow up terrorism issues through the two sites of Ministry of Interior through reading and following up the details of incidents and events of terrorism and registering their liking of the content of the publications.
The study recommends significance of using different interactive forms via the electronic formal of Ministry of Interior to become more enlightening to the public of all forms of terrorism and making periodical surveys concerning the public rates of usage of the sites of Ministry of Interior and the necessity to add foreign languages to users of the formal page on Facebook in order to reach the largest number of users and also to control rumors that may harm the reputation of the national security.
