Abstract

Managing risk is an integral part of sound management and risk management helps to achieve projects objectives. Although the process of risk management is standardized to a great extent, risk control strategies depend on project circumstances and feature. One of the essential humanity’s challenges in the future, is surely ensuring its water needs. Equitable and sustainable management of water resources is a major global challenge, and supply of clean fresh water is decreasing around all nations. Egypt is one of the countries hardest affected by climate change. As challenges include population growth, increase in demand of food, water and energy which leads to let managing risk for construction of water control structures projects on water streams in Egypt becomes more challenging and essential than ever before. Thus, the Construction of water control structures is mega construction project. Rehabilitation of these structures is an important task in developing countries. This type of projects is essential and having interrelated activities and specific risk factors. As these risk factors mostly affecting cost and time targets, Moreover, give obligation of identifying these risk factors and showing their influence on both estimated budget and duration.
The methodology of this thesis depend on conducting a literature review and discussing the previous studies for risk management in construction projects to illustrate the risk categories and risk factors affecting cost and time target of water control construction projects .Then designing a questionnaire and interviewing with experts such as owner project managers from various participants (owner – consultant – contractor) in water control structures to fill this questionnaire , as to finalize the list of significant risk factors and their influences affecting cost and time target of these projects Moreover , performing a qualitative analysis by main of Impact and Frequency matrix (I/F matrix) to isolate and identify the critical risk factors and their magnitude, then a quantitative analysis by main of Analytical Hierarchy Process (AHP) and Monto-Carlo simulation to assign the cost and time contingency. Also, one of the important point in this thesis is the discussion of environmental compatibility and material consumption and foot carbon print optimization for water control structures, through performing a successful risk management process , to comply with United Nations sustainable development goals-@2015 “goal no. (9) “Industry, innovation and infrastructure” and for goal no. (12) “Responsible consumption and production”. And discussion of hazard risk assessment and Transport Risk Assessment (TRA) for construction of water control structures.
Finally the conclusion of this study shows that the cost contingency needed to account for the different risk factors is to increase the estimated cost by a range (from 12.00 % to 14.50%) on the total estimated budget of the project. In addition the time contingency needed to consider the different risk factors is to increase the scheduled time by a range (from 12.50% to 16.00%) over the total originally scheduled of the project , as that in accordance to project feature and circumstances and enterprise environmental factor of a certain project. Also The risk management system adopted in this thesis to be performed for construction of water control structures leads to material and energy consumption ranged by (up to 22%).
