المستخلص
أولًا: مشكلة الدراسة
باتت كافة المنظمات والمؤسسات تعتمد على آليات جديدة في إدارتها والعمل على بقائها
وبالتالي تحقيق أهدافها، خاصة في ظل بزوغ عصر اقتصاد العرفة والعولمة المعلوماتية، ناهيك
عن التقدم الهائل في نظم الاتصالات والذي أصبح يمثل مدخلاً نحو الاتجاه إلى التطوير القائم
على تغيير البنى التحتية للمؤسسات والمنظمات في إطار يعتمد فيه كليًا على استراتيجية حاكمة
لعميلة التنمية وكرؤية تقوم عليها من أجل الوصول للاستدامة.
وتستمد المنظمات الاجتماعية أهميتها من أهمية ما تقدمه من خدمات للمجتمع ، وما
تسعى إليه من تطوير أنظمتها وتحقيق استمراريتها في تقديم الخدمات الاجتماعية لأفراد
المجتمع, خاصة في ظل تطور نظم المعلومات والتحول إلى عصر الرقمنة والاعتماد عليهم
كأدوات إنمائية تدعم المجتمعات والمنظمات بالمعلومات والبيانات التي تعتمد عليها في تقديم
الخدمات وتطويرها وتيسرها , كأحد قيم تحقيق مبادئ التنمية المستدامة فالبيانات, والمعلومات,
والخبرات, جميعها أدوات تؤدي إلى تحقيق جودة الخدمات وتحقيق استدامتها وحسن إدارتها.
وتظل استدامة الخدمات واستمرارية المنظمات الاجتماعية لتقديمها، هو التحدي الأول
أمام هذه المنظمات فالاستدامة هي قدرة المنظمة على المداومة والاستمرار في تحسين أدائها
وتطوير جودة خدماتها متماشية مع تطلعات الدولة في التطوير والتحديث لأجهزتها.
وجاءت الدراسة الحالية تفترض وجود علاقة ذات دلالة احصائية بين تنمية رأس
المال الفكري بالمنظمات وبين استدامتها لخدماتها الاجتماعية بتلك المنظمات؟
ثانيًا: مفاهيم الدراسة : Research Concepts
1- رأس المال الفكري 2- استدامة الخدمات 3- أجهزة تنظيم المجتمع
ثالثاً: أهداف الدراسة :
تنطلق الدراسة من هدف عام مؤداه" تحديد العلاقة بين مستوى رأس المال الفكري
وتحقيق استدامة الخدمات الاجتماعية بأجهزة تنظيم المجتمع .
ويتحقق هذا الهدف وفق مجموعة من الاهداف المرحلية الأتية :-
1) تحديد العلاقة بين مستوى رأس المال البشري وبين استدامة الخدمات الاجتماعية
بأجهزة تنظيم المجتمع .
2) تحديد العلاقة بين مستوى رأس المال الاجتماعي وبين استدامة الخدمات الاجتماعية
بأجهزة تنظيم المجتمع.
3) تحديد العلاقة بين مستوى رأس المال الهيكلي وبين استدامة الخدمات الاجتماعية
بأجهزة تنظيم المجتمع .
4) تحديد العلاقة بين مستوى رأس المال المعرفي وبين استدامة الخدمات الاجتماعية
بأجهزة تنظيم المجتمع.
5) التوصل لدليل استرشادي مقترح من منظور طريقة تنظيم المجتمع لتنمية رأس المال
الفكري بمؤسسات الخدمات الاجتماعية .
رابعًا) فروض الدراسة :
تنطلق الدراسة من فرضية عامه مؤداها " توجد علاقة إيجابية ذات دلالة إحصائية
بين مستوى رأس المال الفكري وبين استدامة الخدمات الاجتماعية بأجهزة تنظيم
المجتمع ."
ويمكن التحقق من صحة الفرض العام من خلال مجموعة الفروض التالية :-
1) توجد علاقة ذات دلالة احصائية بين مستوى رأس المال البشري وبين استدامة الخدمات
الاجتماعية بأجهزة تنظيم المجتمع.
2) توجد علاقة ذات دلالة احصائية بين مستوى رأس المال الاجتماعي وبين استدامة
الخدمات الاجتماعية بأجهزة تنظيم المجتمع.
3) توجد علاقة ذات دلالة احصائية بين مستوى رأس المال المعرفي وبين استدامة
الخدمات الاجتماعية بأجهزة تنظيم المجتمع .
4) توجد علاقة ذات دلالة احصائية بين مستوى رأس المال الهيكلي وبين استدامة
الخدمات.
خامسًا) الإجراءات المنهجية للدراسة
1. أنوع الدراسة: Type of the Study
تنتمي هذه الدراسة إلى نمط الدراسات الوصفية التحليلية العلاقية التي تقيس
وتحدد العلاقة بين متغيرين وهما رأس المال الفكري – واستدامة الخدمات الاجتماعية
بأجهزة تنظيم المجتمع .
2. المنهج المستخدم: the Study Method
إن المنهج method هو المؤشر والبوصلة التي يعتمد عليها الباحث في إجراءه
لدراسته، واعتمدت الدراسة الحالية على المنهج الكمي والكيفي معًا
3. الطريقة المستخدمة لإجراء الدراسة
اعتمد الباحث على طريقة المسح الاجتماعي بنوعية منهج المسح الاجتماعي
(بالعينة)
4. أدوات الدراسة : Tools of The Study
اعتمد الدراسة في تطبيقها على اداتين رئيسيتين تمثلتا في الأتي :-
1. مقياس رأس المال الفكري واستدامة الخدمات الاجتماعية, وتم تطبيقه على العاملين
بأجهزة تنظيم المجتمع والمحددة في ثلاث مديريات بخمسة محافظات.
2. دليل مقابلة مقنن خاصة بالخبراء والأكاديميين المهتمين والمعنيين برأس المال الفكري
وتحقيق استدامة الخدمات الاجتماعية بالمحافظات محل التطبيق.
3. تحليل مضمون استراتيجية مصر للتنمية المستدامة 2030م، في ضوء رأس المال
الفكري واستدامة الخدمات الاجتماعية, وذلك وفق مؤشرات الرؤية والرسالة والأهداف
والعمليات الإجرائية، والنتائج".
سادسًا: نتائج الدراسة:
توجد علاقة إيجابية ذات دلالة احصائية بين مستوى رأس المال البشري وبين استدامة
الخدمات الاجتماعية بأجهزة تنظيم المجتمع.

توجد فروق ذات دلالة احصائية بين مستوى رأس المال المعرفي وبين استدامة الخدمات
الاجتماعية بأجهزة تنظيم المجتمع
توجد فروق ذات دلالة احصائية بين مستوى رأس المال الهيكلي وبين استدامة الخدمات
الاجتماعية بأجهزة تنظيم المجتمع.
سابعًا: توصيات الدراسة:
ضرورة توافر نظام فاعل لإدارة المعلومات والبيانات بالمؤسسات وتبادلها بما يحقق
الاستفادة القصوى منها والعمل على توظيفها في إطار يكفل التنمية والاستجابة لكافة
المتغيرات.
وضع منهجية للتدريب والتطوير خاصة بالعنصر البشرى العامل بالمؤسسة، تعتمد
على تحديد الاحتياجات والهدف من العملية التدريبية بما يخدم ويحقق أهداف المؤسسة
الخدمية وبما يحقق الهدف من تنمية وتطوير قدرات العاملين.
توطين عمليات التراكم المعرفي بالمؤسسة من خلال استخدام تكنولوجيا إدارة المعلومات،
والبيانات وتداولها داخل المؤسسة بما يحقق الإنجاز والسرعة
All organizations and institutions are relying on new mechanisms
in managing them and working on their survival and thus achieving their
goals, especially in light of the emergence of the era of knowledge
economy and information globalization, not to mention the tremendous
progress in communication systems, which has become an entry point
towards the direction of development based on changing the
infrastructure of institutions and organizations in A framework in which it
relies entirely on a strategy governing the development process and a
vision based on it in order to reach sustainability.
Social organizations derive their importance from the importance
of the services they provide to society, and what they seek to develop
their systems and achieve continuity in providing social services to
members of society, especially in light of the development of information
systems and the transition to the era of digitization and reliance on them
as development tools that support societies and organizations with
information and data that depend on them in Providing, developing and
facilitating services, as one of the values of achieving the principles of
sustainable development. Data, information and expertise are all tools
that lead to achieving quality services and achieving their sustainability
and good management.
The sustainability of services and the continuity of social
organizations to provide them remains the first challenge facing these
organizations. Sustainability is the ability of the organization to
perpetuate and continue to improve its performance and develop the
quality of its services in line with the aspirations of the state in the
development and modernization of its apparatus.
The current study assumed the existence of a statistically
significant relationship between the development of intellectual capital in
organizations and their sustainability of their social services in those
organizations?
Second: study concepts

Third: Objectives of The Study:
The study stems from a general objective of "determining the
relationship between the level of intellectual capital and achieving the
sustainability of social services in the community organizing agencies."
This goal is achieved according to a set of the following interim goals:
1) Determine the relationship between the level of human capital and the
sustainability of social services in the organization of society.
2) Determining the relationship between the level of social capital and the
sustainability of social services in the organization of society.
3) Determining the relationship between the level of structural capital and
the sustainability of social services in the organization of society.
4) Determining the relationship between the level of knowledge capital
and the sustainability of social services in the organization of society.
5) Reaching a suggested guideline from the perspective of how society is
organized for the development of intellectual capital in social services
institutions.
Fourth: Study Hypothesis:
The study stems from a general hypothesis according to which
"there is a positive relationship with statistical significance between the
level of intellectual capital and the sustainability of social services in the
organization of society."
The validity of the general hypothesis can be verified through the
following set of hypotheses:
1) There is a statistically significant relationship between the level of
human capital and the sustainability of social services in the organization
of society.
2) There is a statistically significant relationship between the level of
social capital and the sustainability of social services in the organization
of society.
3) There is a statistically significant relationship between the level of
knowledge capital and the sustainability of social services in the
organization of society.
4) There is a statistically significant relationship between the level of
structural capital and the sustainability of services.
methodological procedures for the study
1. Type of the Study: Type of the Study
This study belongs to the style of descriptive, analytical, relational
studies that measure and define the relationship between two variables,
which are intellectual capital - and the sustainability of social services in
the organization of society.
2. The method used: the Study Method
The method is the indicator and the compass on which the researcher
relies in conducting his study, and the current study relied on both the
quantitative and qualitative approaches.
3. The method used to conduct the study
The researcher relied on the social survey method with the quality of the
social survey method (by sample)
4. Tools of the Study: Tools of The Study
The study relied on two main tools, as follows:
a. A measure of intellectual capital and the sustainability of social
services, and it was applied to workers in community organizing
agencies, which are located in three districts in five governorates.
