Human societies seek to try to achieve perfection, stability, and well-being for their members, and citizenship is one of the most important goals of societies. Constantly and linked to it geographically, historically, and culturally. The increasing feeling of citizenship is one of the basic civic orientations of values of citizenship whose most important indicators are respecting for law and public order, respect for human rights and freedoms, tolerance and acceptance of others, and freedom of expression, among others.
Also, most countries are looking at how to properly prepare their members in a way that makes them citizens able to assume responsibilities and participate in the development of their society considering changes of the times, which requires a kind of correct and contemporary education for citizens, to confront the feeling of alienation and loss of identity and belonging.
Proceeding from the nature of universities as educational, and development institutions, attention is always directed to them in preparing qualified and trained human cadres and energies, which play an active role in raising and forming a good and enlightened citizen, whose personality is characterized by moral behavior, principles, responsibility, and loyalty.
The university is considered top of the educational pyramid and includes among its flanks elite of society who are being prepared to assume positions, and higher professions that help in renaissance and development, and it is a factory of men and youth that builds future, as university rises above its curricula and activities to inculcate its mission in which visions and values converge.
Universities must contribute to the future development process of any country, as it has a significant impact on the intellectual and social path of the individual, and education is a tool for change and preparing good individual, and one of the most important functions of a university is to serve and develop society alongside education and scientific research, which aims at personal development. Humanity and patriotism, crystallizing and developing them by reformulating human beings and deepening his patriotic feeling.
Scout activity has also been one of the most important activities within Egyptian universities since the seventies of a century, which aims to raise young people’s capabilities spiritually, intellectually, physically, and socially to be responsible citizens in their homeland and good for their society. Founder of scout movement and referred to it curricula of wandering stage developed by Arab scout organization.
Research Problem:
The current era in which we live today in which there are many and varied sources of reception, which led to the emergence of many intellectual trends, whether moderate or extremist, and this has resulted in the occurrence of some young people as victims of extremist and non-moderate intellectual currents, and this led to the emergence of importance and role of educational institutions of all kinds.
Since the university is one of the most important of those institutions and its most important goal is to prepare man and provide him with assets of knowledge to contribute to building and strengthening society and making future, and that scouting activity is part of the educational process as it is part of modern and reliable educational curriculum at the level of the world, it has an important role in shaping thought of learners and their lives at all different educational stages.
Scouting is also one of the most important activities in Egyptian universities since the seventies of the last century, which aims to raise young people’s capabilities spiritually, intellectually, physically, and socially, to be responsible citizens in their homeland and good for their society.
“challenges facing youth in the twenty-first century” document issued by the general secretariat of Arab scout organization a set of manifestations that affect the patriotic spirit and belonging among youth as a result of challenges of times such as the spread of materialistic thinking and spirit of selfishness, the decline in adherence to religious, national and Arab identity, cultural invasion and attempt to obliterate cultural specificity; thus, it becomes a clear need of Arab societies today for concerted efforts to instill citizenship values in youth and to develop their loyalty and pride in their homeland.
Studies of Abbas Reda 2021, Abdullah Al-Azmi 2011, and Lafi Al-Mutairi 2009 indicated an important role of educational activities in developing citizenship values for students, and through what researcher conducted a reference survey, it became clear that there is a severe scarcity in shedding light on scout movement role in citizenship values developing, which bear great responsibility and trust, for their role in developing positive values, principles, and trends that they inculcate among its members on one hand, and confronting negative ideas and trends on other hand. It was necessary for us to study the scouting activities program’s role in developing citizenship values for Benha University residents.
Research Importance:
The importance of theoretical research is manifested in highlighting the role played by scouting activities programs in Egyptian universities, shedding light on the concept of citizenship and the importance of its development for university students, and opening a way for researchers to address study problems from other dimensions.
While practical importance of this research is clear in the benefit of public and private universities, institutes, and schools in how to instill and consolidate the concept of citizenship in the hearts of students through scouting programs.
Research Objective:
The research aims to identify scouting activities program’s role in developing citizenship values for rover scouts of Benha University by answering the following questions:
- What is the scouting activities program’s role in developing belonging and loyalty values to the homeland?
- What is the scouting activities program’s role in developing human and social values?
- What is the scouting activities program’s role in developing volunteer work values?
Search Procedures
Research Methodology:
The researcher used a descriptive approach in the survey method due to its relevance to the nature and objectives of the research.
Research Community:
The research community represents rover scouts of the faculties of Benha University who are enrolled in rover Scouts Department and the Public Service activity
Research Sample:
The research sample consisted of (370) scout rovers from the research community due to lack of fulfillment of (4) scout rovers, and they were divided into (20) to conduct the exploratory study, and (100) individuals as a sample to find the scientific transactions (validity and reliability of citizenship values list) under research. And (250) for the final application of citizenship values list.
Data Collection Methods:
In collecting research data, the researcher used a list of citizenship values for university rover scouts designed by the researcher, due to their relevance to the nature and methodology of research and to achieve its objectives.
