The public budget occupies a prominent and increasing importance in all countries, whether they are capitalist or socialist, developed or developing. As a result of the increasing role of the state in all fields, especially the economic ones, and the increasing importance of public finance and the financial activity of the state that is related to this; Therefore, the general budget as the state’s financial program that achieves the goals it seeks to achieve, especially since these goals have been expanded to a large degree, and are no longer limited to goals that are related to aspects of an administrative nature that are related to the tasks of managing the state by securing external defense and society in establishing achieving internal security, providing justice, and imposing order. Rather, these goals extended to include many economic and social goals, and expanded and diversified to a large degree in the manner in which ensuring a greater rate of growth for the economy is achieved on a regular and continuous basis, and in the form that achieves economic stagnation or destabilization. It achieves social justice, and provides greater standards of life and well-being for the individual and for society as a whole.
