: Study summary in English
. The study problem: 1
Today, at the beginning of the third millennium and the beginning of the twenty-first century, today’s world is going through island shifts in the systems used for advanced information and communication technology. Advancing economic, social, cultural and educational development, by providing information to support appropriate decision-making in addressing development and reform issues, and the fact that the world has not witnessed in the modern era, as happened in the development of information and communication technology and its control of all the capabilities of the state and individuals. The information and communications technology has significantly changed the knowledge map Humanity, and scientific knowledge has become the main component of the scientific revolution and technology. As a result, the issue facing the world today is related to the extent of dealing with the contemporary information phenomenon, and responding to and advancing it in order to mobilize society as a whole, in order to respond to this advanced technology and turn it into elements that can be invested in development and progress.
The emergence of social media has provided a historic breakthrough that moved the media to unprecedented horizons and gave its users great opportunities to influence and move across borders without censorship except in a relatively limited manner and the most prominent movement of Arab youth, which was represented by the revolutions that some Arab countries witnessed the ability of this type of media to influence changing features Societies, giving added value in political life, and an ultimatum to compete with traditional media. where young people initially used social networking sites to chat and offload emotional freight, but it seems that a wave of maturity has gone into Sirte and young people have exchanged views in order to demand an improvement in the pace of political, social and economic life
This is called political participation, which is an important tool through which young people can push the wheel of community development in order to advance society to advance it due to its close association with active citizenship and work with young people to meet the challenges of community development and improve the welfare of societies in general. And this participation cannot take place in a vacuum but must from an entity that develops and enriches that sharing like social media.
This study shows that social workers use social media to develop their civic skills.
Most contemporary trends in social and human sciences have agreed on the importance of studying the impact of the emergence of social networks on the practice of civil skills through those networks

The overall goal: to determine the contribution of social networks to developing civic skills for youth-care workers at the university.
from this goal, there are some sub-goals:
. 1-Determine the extent of the contribution of social networks to the development of knowledge and preferences of social workers.
2- Determine the extent of the contribution of social media to developing participation skills in public and political affairs.
\3- Determine the obstacles facing the social worker in using social networks to develop civil skills
.4- Reaching a proposed vision from the perspective of the way the society is organized in developing civil skills for social workers. To achieve these goals, several questions must be asked

General question: To what extent do social media networks contribute to developing civil skills for social workers?
The following sub-questions are branched from this question:
1- How far does social media contribute to the development of knowledge and preferences of social workers.
2-To what extent does the social media networks contribute to developing participation skills in public and political affairs?
3- What are the obstacles to the contributions of social networks in developing the civil skills of social workers working in youth welfare at the university.
4-What is the proposed perception of reaching a conceptual framework for the use of social media in developing civil skills for social workers

T. Areas of study: 11- The human field, which is represented in: the comprehensive count of social workers working in the care of the youths of Assiut University colleges, and their number is (60) social workers. Given the Corona pandemic and the lack of continuous presence of the majority of specialists (study sample), the number of the study sample was (50).

We conclude from the study that social communication networks play an important role in the development of civil knowledge and interests of its users and thus achieve the first goal of the study, and there are obstacles facing social workers working in youth welfare departments at the university when they use social networking, so the researcher put some suggestions to solve these obstacles and they were as follows :
1- Conducting training courses for them to sensitize them to what are the professional skills and their types, to enable you to better participate through social media.
2- Commitment when publishing through social media networks with ethical values such as honesty and credibility when posting anything, as well as preserving public morals and not going out of moral and legal limits in communication.
3-Focus on spreading awareness of the optimal use of these networks.
4- When publishing on social media, the publication must be written in a sound language in which the publisher specifies the incident to be published while avoiding the use of insults, defamation or slander towards others.
5- Focus on exchanging and transferring cultures and not using pseudonyms.
6- Specify a specific time for lighting in front of the social media screens.
. 77- Establish family controls that family members abide by when using social networks.
8- Provides devices that have the ability to socialize (such as (phone, laptop, tablet, etc.)) while providing a good infrastructure that facilitates the process of constructive communication.
9- Not to add people except after making sure that he has previous knowledge of it.
10- The obligation to privacy when publishing so that personal life does not become a public domain.
