This study examined the extent of the importance of fiscal policy and the role it plays in the treatment of the problem of unemployment in the Egyptian economy has divided the study to the introductory chapter and three sections :-
where we ate in the introductory chapter to clarify the nature of fiscal policy and objectives in the first section of the message we dealt with the analysis of the phenomenon of unemployment in Egypt through three chapters , we dealt with in the first chapter the concepts of unemployment and employment International , through concepts of multi unemployment, and to clarify the different types of unemployment with a statement metrics unemployment either measure the official unemployment or practical , and explain the various theories of unemployment , whether traditional or modern theories of unemployment and to clarify the phenomenon of unemployment in developed and developing countries.
In the second chapter we dealt with internal and external causes that have helped the emergence of the problem of unemployment in Egypt , in the third chapter we dealt with the phenomenon of unemployment in Egypt in the period 1980 to 2012, by clarifying the characteristics of unemployment in Egypt , the level of unemployment in Egypt during the mentioned period , unemployment in the countryside and urban areas , the analysis of the properties of the strong force in Egypt, the relationship between population growth and the phenomenon of unemployment in Egypt.
We ate at the door the second inning fiscal policy in addressing the problem of unemployment was split this section into three classes we had in the first quarter impact of public spending to the state budget on the employment and we were in it to public spending since 1980 - 2012 and through the split into three periods , as we reviewed it to ratio of public spending to GDP and gross domestic investment and employment policy and government employment , and in the second chapter we dealt with investment spending and employment through sectoral distribution of investment and employment during the five-year plans and the distribution of investment and employment among
sectoral public and private sectors , and regional distribution of investment and unemployment by showing the distribution of national investments and the relationship of immigration Interior areas of the main attraction of investments and the impact of internal migration on the unemployment rates in the major attractions of investments.
In the third chapter we dealt with the role of taxes and government subsidies to reduce the impact of unemployment through the objectives of the tax system tax revenues , the role of subsidies and government transfers, subsidies, private insurance, pensions and the impact on unemployment in Part III has appropriated to talk about ways to counter unemployment through three seasons , we were in the first chapter to analyze the policies in place to address the problem of unemployment by the state represented in the population policy, education policy, a policy of appointing graduates, the phenomenon of encouraging emigration, the policy of encouraging the private sector, investment policy, the policy of training and preparation, rehabilitation, and in the second quarter was exposure to the face unemployment through the experiences of some countries through the expansion of the productive base of the local economy and is in the treatment of imbalances in the labor market , the solutions proposed to tackle the problem of unemployment and increasing employment , and our exposure to agricultural and rural development, and the development and improve the efficiency and level of operation of human resources through the policies adopted by the State , Chapter III, and it has been reviewing the role of five-year plans in the face of unemployment through fiscal policy in the context of five-year plans, population and development policies , staffing and operating , the effects of unemployment , strategy tackle the problem of unemployment in the short, medium and long-term, then the finale and the most important findings and recommendations.
