The present study aimed Reaching a suggested strategy that activates the organizational behavior of the teaching staff, the assisting staff and the employees at the University of Assiut to achieve total quality management.
The tools of the study were conducted on (107) of the leaders of the teaching staff and the employees working at some of departments and administrations. And they were conducted on (534) of the teaching staff and the assisting staff working at the same departments, and (447) of the employees working at the same administrations.
The study led to several results, the most important are:
1- There were statistically significant differences at .05 between the availability of traits and practices related to the transformational style viewed by leaders and those viewed by the employees for the whole sample of leaders favoring the leaders’ views. Also, there were statistically significant differences at .01 for the whole sample of academic leaders favoring the leaders’ views.
2- There were statistically significant differences at .05 between the availability of traits and practices related to the autocratic style viewed by leaders and employees for the whole sample of leaders favoring the employees’ views. Also, there were statistically significant differences at .01 for the whole sample of academic leaders favoring the employees’ views.
3- There were statistically significant differences at .01 between the availability of traits and practices related to the mild style viewed by leaders and employees for the whole sample of leaders; academic and non academic, favoring the employees’ views.
4- The affective organizational commitment has been positively achieved for the three study groups; teaching staff, assisting staff, and employees, although there were statistically significant differences at .01 between the whole sample of teaching staff and assisting staff favoring the teaching staff sample. Also, there were statistically significant differences at .05 between the whole sample of teaching staff and assisting staff favoring the teaching staff sample. There wee no statistically significant differences between the whole sample of assisting staff sample and the employees sample.
5- The field study statistical results have been analyzed in the light of the standards and indicators of the total quality management designed by the national institution of education quality assurance and accreditation first version issued in January 2009. The analytical study has shown that some indicators have been positively achieved according to the behavior of the three study groups, while other indicators have been moderately achieved. Also, some indicators have negatively been achieved.
Therefore, through the suggested strategy, the present study has supported the positive behavior, and has attempted to overcome the negative aspects of behavior through presenting some suggestions.
In the light of what the field and analytical studies have achieved, this strategy can be presented as follows: The basis of the strategy, The guarantees of application of the strategy, and The steps of application of the strategy (The environmental analysis, Vision and mission, The Strategic Objectives, and The Action Plan).
The action plan was set according to the main strategic objectives as well as the tactic objective. It also includes the required activities needed to achieve each of the tactic goals, the person responsible for implementing those activities, the indicators of the performance of implementing those activities, and the period needed to implement each of those activities.
